A school can record a child as enrolled while leaving important questions about their day unanswered. Can they follow the lesson? How do they ask for help when a classroom routine prevents them from participating? Those questions deserve a place in the school’s account of access.

UNICEF’s _Seen, Counted, Included_ brings evidence to that discussion. The 2021 report draws on internationally comparable data from 42 countries. It reports a 49% higher likelihood of never attending school among children with disabilities than among children without disabilities. This is a relative difference between groups. It does not mean that 49% of children with disabilities have no experience of school. The analysis also describes wide differences by type and severity of functional difficulty. An average across children with disabilities cannot describe the support required by an individual learner. ## Follow a lesson from the child’s position

A useful school review could start with an ordinary task and examine how a particular learner would take part. Imagine a teacher asking pupils to listen to an explanation and respond in writing. The review would consider how each pupil receives the explanation, then how they can show their understanding.

That process can expose assumptions in the activity. If copying from a distant board is required, the school should establish whether that requirement serves the learning objective. If a pupil understands the subject but needs another way to respond, the teacher needs a practical option that preserves the purpose of the task.

These examples are prompts for examining classroom design. They should lead to a conversation with the learner, supported by their family where appropriate. Asking a child how an adjustment works gives the school information that a general accessibility checklist cannot supply on its own.

## Give support an owner

A school also needs to decide who acts when a barrier is identified. Passing a concern between departments consumes time in a child’s education. The person responsible for arranging support should be clear to the family, along with the date when the school reviews whether it helps.

Teachers need time to adapt a lesson and access to relevant expertise. A plan that assumes unlimited preparation time is difficult to sustain. School leaders should consider those demands when assigning work and purchasing materials.

Review could begin with a small set of questions about the child’s experience over a term. The learner might be participating more often yet still struggle with a particular classroom activity. Recording that detail allows the next adjustment to address a specific barrier. It also gives the child a way to influence a decision that shapes their school day.
